Procedure:

Cook potato cubes in hot water until tender, then remove from water. Empty pot and put in butter melt then simmer green onions in butter. Once onions are tender add potatoes to pot and fill with milk until potatoes are coverd. If you want you can do a mixture of milk and water, depending on how creamy you like it. Heat on medium low heat, adding salt, celery salt, and pepper for seasoning. Once the mixture startes to simmer its ready to eat.
